Detailed description of your issue
Playiing VC, I conquered the Mouth of Ruin province, and I noticed that Pigbbater's defensive building line (the one to increase the garrison and then add walls to the settlement) is that of a minor settlement one despite Pigbarter being a mjor seettlement and the capital of the province.
