Tier 5 Hostelry Building (Brothel) Unavailable To Repanse De Lyonesse

What it says on the tin. The Brothel building is for some reason unavailable to be built because "I have insufficient Amber to order this construction" with the icon for Chivalry next to it. As far as I know, Amber is the unique resource for Wood Elves?

Here is a screenshot of it.
I've yet to try out the other Brettonian lords so I have no idea if this issue is unique to Repanse or not. I'm attempting to build it in the Wizard Caliph Palace in the Land of Assassins. I'm using completely vanilla Warhammer 3, no mods installed. I have no idea if this is a visual or UI bug and the building is unavailable for other reasons, or if the building really does need me to have the Amber resource.
