BUG: ,,Tribal confederation" not triggered after defeating the main warlord as Norsca (Wulfrik)

No mods, new campaign with the newest update.

Playing as Wulfrik, I didn't get the ,,Tribal confederation" option after defeating the main Lord for Sarl and Vanaheimlings.

Edit:
They were vassals, I overlooked it . You cant trigger Tribal confederation on factions, which are vassals

Defense pacts or vassals? I think you can't confederate vassals.
