Based on My understanding of it and its text its a flat +9 melee only when the unit is in melee. So its functionally on whenever it will have any sort of effect, therefor why not just give them a flat MD buff? Am I missing someything?
if it really is a "cloud of flys" then it should really have a short five meter effect range. so it would buff a unit the unit with the trait was fighing inside of.
Picture trying to fight big green monsters while thick swarms of flys try to get in you mouth and eyes obscuring your vision and distracting you.
I like all the races. Equally. Wood elves are just the first among equals.

1 · Disagree 1AgreePersonally I think Swarm of Flies should just be an activated ability that functions like Starcraft 1's Dark Swarm

If you kill them fast with a glass cannon, or spread out your engagements rather than a long continuous fight, you might not have ot deal with the passive triggering at all. Meanwhile, if you attempt to stay stuck in and 'slug it out' (*Beast of Nurgle pun tehe
I understand that it's not the most colorful passive. And I haven't done enough full testing myself to see exactly how it works. But just reading the text description, it seems like 'Cloud of Flies' is on some sort of short timed activation delay, so it wouldn't have quite the same effect if it was swapped into a flat MD buff from the very beginning.
