Herdstone issue

Hello,
Currently my Tier 4 herdstones have a bray shaman of the wild that knows....zero spells. It doesnt make a lot of sense. Is this an error or was it always like this?
If it is of course it should be changed. Having the "lords and heroes" level upgrade dread reward should also make your settlement defense guys level up too.
