Known IssueKairos' new starting region shares Winds of Magic bar with its neighbor.

For some odd reason, Kairos' new starting region (the Abyssal Glacier) shares its Winds of Magic (WoM) bar in the WoM manipulation mechanic with its western neighbor (the Southern Wastes.) Attempting to manipulate the winds in either region alters the WoM of the other accordingly. Most odd of all, this is possible right at the start of an Immortal Empires campaign when you don't even own a settlement in the Southern Wastes.
It doesn't appear to just be a visual bug, as altering the winds in the Abyssal Glacier actually affected the WoM of my army in the Southern Wastes.
Currently on patch 2.2
I am unsure if this bug existed in prior versions, but 2.2 made it very obvious.

    This is an issue with Kairos's starting location - 3/4 of the province will never have high winds of magic, because it never moves. As Kairos' buildings get bonuses from high winds of magic, this nerfs is starting province.
