Elector Count Dilemma not working

So i am playing the empire, and this campaign might be my best yet. But, i notice for some 20 or so turn, i have yet to get any imperial dilemma popping up.
is this a new bug?
i may have some believe that CA's fix on confederation overlap might cause this issue cause i have 3 10 fealty elector count get to 10 in quite a short time.

    It is a know bug that was added by patch 2.2, the script that triggers the Elector count mechanic events breaks. It could happend in WH2 but now it seems happen 100% of the time.

    Oh is it? it was workign for some 35 turn and suddenly it just does not work
