Not Able To Download The Game From Steam

Hello friends, I have been having a problem on Steam when I purchase the game Total War: WARHAMMER III. I am not able to purchase the game, also I tried to purchase another game, but can't. I checked my Steam wallet and there is sufficient money. Then I don't understand what could be the issue. Could anyone please suggest how to fix the issue? Or is there any way to download the game?

Check your region, try and VPN if you're from a region that doesn't allow it? Reinstall steam... otherwise log a support ticket with steam.

I think some SEGA games are not available in Russia. Are you there?

Try restarting your whole PC, especially if you are one of those gamers that restart a PC once every 2 years.

I was searching online for solving the issue and found one article that suggested to set the Steam launch option in Windowed mode. I simply applied the method and after that I was trying to purchase the game and I did not face any kind of issue.
