Gaean Vale claims it needs a lvl 6 settlement

Just loaded my Avelorn save on the most recent patch and when going through my settlements noticed The Gaean Vale has 10 building slots. The settlement is already level 5 and it claims it needs to go up to level six to unlock the 9th and 10th slots to build in.
