AI upkeep cost

Where do you find the code or file to program the AI to consider upkeep cost? As far as I can see the AI is not programmed (for whatever reason) to consider upkeep.

Nope, it only considers 'bang for the buck' - somewhat influenced by 'recruit priority' settings for each unit (EDU file).

Upkeep has never been a concern for the AI - hence why money scripts usually fail: the AI will recruit as long as he has money at the end of a turn.
