Completing Campaign - Be'lakor Not Unlocking

After completing the campaign with both Slaneesh and Cathay, Be'lakor does not spawn as a unique lord at my capital like he is supposed to. I do not have the buff from banishing him either, which shows I did not accidentally click the wrong option after finishing the final objective.
