Right now, as of 2.3, confederation is almost completely useless (and is sometimes a detriment) when playing loyalty-based factions, namely Skaven, Dark Elves and Vampire Coast.
Upon confederating, lords of the confederated faction lose all loyalty, dropping to zero loyalty and promptly rebelling from you next turn unless you are fortunate enough to roll a loyalty-boosting event on the end-turn. This is a problem with Skaven, Dark Elves, and Vampire Coast. It's not hard to reproduce. Play a loyalty-based faction, confederate another faction, and the absorbed lords will all have zero loyalty.
Additionally, Throt the Unclean and Lokhir Fellheart have been confirmed in past posts to be affected by loyalty if they are confederated, which should not be the case as they are legendary lords.
These have been known issues for months yet these game-breaking issues has not been fixed.

Patching can take time. I imagine it will be fixed in 2.4
