Serve or Die skill , doesnt seem to have an effect?

I'm playing an RoC campaign on VH/VH as Kairos Fateweaver . When I try to recruit new units with my general (Sarthorael the Everwatcher) stationed in a settlement , the recruitment reduction bonus of the Serve or Die skill doesnt seem to apply !!!!????
