Intrigue at the court relations mechanic not working as expected

WH3 - vanilla - IE - Caledor
Playing as Imrik around turn 21, increase/decrease relations between two other factions not working yet SFX is played too but could not capture sound. It usually works if the player's own faction is involved but in the video, you can see it was not working on the first attempt (Caledor - Ogres), but after a retry it does. Please see the attached video/save/build.
