Kairos Fateweaver's skill "Bewitching Potency" not applying to cultists on warshrines

Description: As in title, the skill "Bewitching Potency" should add the ability "master of the elemental winds" to Iridescent Horrors, Cultists and Lords of Change. However, if a cultist is moutned on a Warshrine, it does not get the ability.
Build number: v2.3.0 build 17602.2750999
Steps to Reproduce: have an cultist in the same army as Kairos with the "Bewitching Potency" skill. Mount the cultist on a warshrine and observe "master of the elemental winds" is missing.
