Nakai the wanderer Confederation bugged.

Hello I have just confederated Nakai the Wanderer, though after getting the big lad to join, he seems to think he still belongs in a Horde faction and is only able to recruit units while actively in a town, he cant recruit outside of towns as he cant enter encampment stance, is there a way to make the big lug work?
