In ProgressTaurox Ai does not recruit Units

As the title said , taurox AI does not recruit units in his main army. The second army is recruiting units but his main army only contains Taurox over many turns.

    I noticed the exact same in Immortal Empires. I thought that was a coincidence but it seems not, but an actual bug.
