Warhammer 3 refuses to launch in Offline mode

launched the game no problem on this computer many times in the past, but i am moving to an area with very poor internet coverage at best and tried to launch the game while there for a visit. All I got was this:

Other people have had this problem and you haven't responded. Are there plans to fix it. I can even test this at home.

Launch game quit and then I go offline and it doesn't work.

What other info do you need from me?
