So I've done two Wood Elf playthroughs since the release of Immortal Empires and in both times this battle, the battle for the Spear of Kurnous was bugged. In both campaigns I was someone else and confederated Orion, doing his quest battle afterwards. I thought replicating it in the Quest Battles menu from the main menu, but in that battle the armies spawn in a different location, and thus the bug isn't there.
In the quest battle started through the campaign, Orion starts at the south side and the enemy army spawns in the pools at the north. But quite literally, in the pools. Units are completely submerged underwater, walking through the lake like it's a regular surface. As player you can send your units in the same parts of the water, but thankfully the AI always marches out of the water at one point. The battle seems completely bugged though.
As I said, this only happens when you play the Spear of Kurnous missing started through the campaign (getting Orion to the high enough level and starting his battle),
not when you play it through the main menu.
I'll try getting a save and screenshot up. Both campaigns I have progressed far beyond Orion's quest battle so I'll have to start a new campaign for that. (I had started a new campaign and spend several hours playing to be able to report this bug)
Ps. I see it has already been reported back in August 2022
https://forums.totalwar.com/discussion/320358/spear-of-kurnous-quest-battle-deployment-bug This is very much a thing still in 2.4.0.

Steps to reproduce:
1) Load the atttached save
2) start the battle
3) You can immediately see the enemy battle standing in the water, some units completely submerged. One group of cavalry placed on the cliffs.
Remember, this only happens when starting the quest battle in campaign,
not through the main menu.

Thanks for raising this issue up to us, I've raised this up to the team to look into.
All the best,
