I think that Tullatis fit in a Vs Khorne dlc, the god of war vs the God of war.
About Yin Yin, maybe vs Vampire Coast?

I don't see a chance in hell this happens, and I don't want it to, far better choices.

    What would those be?

You thinking against a Dreadfleet character or an invented Cathayan in charge of the Dead Flag Fleet?

This could mean characters the likes of Tullaris won't be included, or at least not in the form of a LL.

    Likes of Tullaris?
Yeah, characters comparable to him, who couldn't lead armies by themselves on the TT.
You don’t want more DLC content for DE, you don’t want watchtowers… you despise DE a little, I would say. More evidently if we take into account you think Tullaris can’t lead armies.

Isn't a Vampire Coast LL more likely to appear to challenge Yin-Yin? There's a placeholder faction there in Cathay already, which seems rather random unless they've got plans for them.

Or even the High Elves, since there's that whole business with the Amulet of Sunfire we know is going to be a factor in a future DLC, that was lost at sea and sounds a perfect plot Macguffin for a naval themed DLC.

Only thing that makes me a little uncertain is that all we really know of Yin-Yin is that she's arrogant and not very competent. Sounds less like LL material and more the mission-giver for someone else..

That could be a scenario as well, but Cathay vs High Elves seems weird honestly, especially with the big population of High Elves in Yin-Yin's capital Fu-Chow. Also I wouldn't say she's incompetent, its just that one of her expeditions (I bet there have been several) went badly and Chaos cults are notoriously difficult to get rid of in the first place.

If we're talking units, fire rocket bee hives and precursor-bomb chucking mariners would be nice.
-The former I'd envision as a weapon team firing a whole lot of rocket propelled arrows. So you'd get a big salvo size but long reload time, leading to overall more arrows per unit of time than with typical archers. They probably should also have a higher range but lower accuracy than archers.
-The bomb guy are pretty simple in concept. Some sort of lightly armored infantry that's more offensively minded than Jade Warriors and throws grenades as a precursor attack. Those should probably be more debuffing than damaging (blind or something?).

A naval pack sounds like the right place for such units. Onyx Crowmen are kinda obvious for Yin-Yin, as her mothers guys they're very much Yin affiliated and she's the one who has to deal with Beichai.

Oh btw, I very much hope such units are in the army book, that's ofc what decides it in the end.

The sea dragon will fit better in some aquatic dlc with aislin for the he and dechala for slanneesh.

Let's save tularris for a Khaine vs Khorne

I believe the Sartosa mod adds something similar to the grenadiers here. Essentially the Outrider Grenades but as inftantry, very approapriate!

Dreadfleat, maybe GW could allow CA to use another dreadfleet character without paying for the entire dreadfleet IP

A proper Dreadfleet update would improve Vampire Coast a lot yes.
