If it was a case of the later it would be possible that the family wouldn’t want to advertise it out of privacy. I wouldn’t expect an answer to this. The fact that they have switched to a new voice actor and didn’t use the recorded lines we already had in the game says enough.

He's 82, I imagine he retired and is enjoying it. CA doesn't have to tell you about it.

If he's done, I wish they'd have just hired someone new to voice The Advisor, rather than replace the character.

He’s a very busy bloke, he’s considered one of the most appreciated voice actors in the business. Although he gets paid 200 to 300 a hour for working on TW.
