Assume Specific Behaviour Moddability

I've been looking at some modding for Rome 2 and am specifically looking to mod the behaviours behind hoplite phalanxes. It seems the key to what I'm looking to do is behind the Assume Specific Behaviours Field in the Units_special_abilities table. However, after doing a global search across the data.pack file for terms within this field it appears as though the trail ends at this table. I was wondering if anyone knows if these aspects can be modded or if they are hardcoded into the game? I understand this is a very niche question so as a follow up I thought I'd ask if there are any more active modding forums for this kind of question?
