Low fps stuttering primarily in menus

Preface: this game used to run smoothly without fps issues but some update within the last month or so introduced this problem.

I'm seeing massive fps stuttering primarily in the main menu and hero selection screen that appeared relatively recently. My fps drops from ~150 to ~30 briefly and periodically. This is for the EGS version of Troy.

I didn't make the below post, but you can see a video in it that demonstrates the problem:

Note that I tested in Linux with Proton 8 and do not see any performance issues or stuttering at all, so this is not a hardware issue (although may be related to EGS or Windows 11). Thanks.

Anything? There's very little chance of me trying out Pharaoh if basic performance expectations aren't met. And suggesting that EGS is the issue would be valid.
