Harald Hammerstorm not spawning with WOC

I have my CA account linked with my Steam account. On the main page for Warhammer: Total War 3 I see he is available. With all my mods disabled and playing as Archaon I leveled him to level 15, got the 3000 kills quest, completed it. But no Harald.
This makes me sad.
