How to edit Files

In one of the guides it says to change your playable factions you do this:
RTW>world>maps>campaign>imperial_campaign>desc_str at.txt
When ever I try to do this it says access denied. Is there anyway to do this.

Are you using the computer administrator account?

Yes. I tried saving it as another file strat.txt1 and it told me I didn't have permissions to do that contact your administrator for help.

how do you edit the game files in rome total war gold, barbarian invasion? Unit stats & building stats and so forth?
