Do you own more than 35 settlements? I think they changed Chaos invasion to happen when you own a certain number of cities rather than the number of turns that has passed.

for some it started at 32, for others at 39.
At least always between 30 and 40 settlements.
If you go over that threshold then I would be concerned

Ah ok, now I understand your problem.
I just loaded up an Empire campaign to look at it.
It says that the presence of Warriors of Chaos and Brayherd of Chaos exist only in the Chaos Wastes and that Archaon has to be in a wounded state (so you don't actually have to defeat them yourself.)
It seems that the game considers this the case as long as they and Archaon haven't spawned yet/aren't on the map.
Could be a bug, an oversight or something to do with the coding

This is from the Objectives panel right at turn 1 in an Empire campaign

So, I am not sure if this indeed is as designed or an oversight.

    Can CA clarify?

That is stupid! Chaos should come wether or not you're prepaired for it. Especially in Mortal Empires where the AI factions can easily dominate the world, like Dwarfs.
