Cities in Custom Battles are not right culture

The following cities in the custom battles menu have Roman culture style cities when they should have barbarian settlements.
- Zarmizegetusa
- Casurgis
- Lupfurdum

    Which campaign is that and which faction controls the settlements?

    When selected to fight in those cities on the Grand Campaign and Imperator Augustus Custom Battles menu, they all are of the Roman culture style city. Here are screenshots below of the Custom Battles menu for all three.
