Bug: agent rank bonuses not stacking

  I can't say either way for certain, but I wouldn't be surprised if it's intentional. I created a similar thread about the Loremaster's Hut's bonus and the She of the Sacred Grove technology, and the responses were "Nope, you are not missing anything. The bonuses do not stack." and "At some point, much earlier in the game's development than RotR, it was decided that it would not be balanced or flavorful to have close to maxed out agents on recruitment."
