Thanks for all your help, hardware now sorted. I just wondered about buying games. This isn't about area blocks or not wanting to pay whatever is required, mainly about internet speed. I would like to know what 'Steam' is and how it works with regards to the games. So the questions are: 1. Can the total war games be played offline without internet connections - does it spoil how the games play 2. What benefits are to be had by having a steam account. 3. What is the minimum internet speed required to play the games without getting frustrated
If I have missed any other area to be considered will someone point it out, the reasons for checking this out is our internet connection is not the best and bad weather can really reduce connectivity.
Steam is essentially a store. If there is one in regards to playing, the problem is going to be DRM, digital rights management, which is varied in it's implementation beyond just being on Steam.
With Steam, you either buy a boxed copy, and get the main game install off disk, then updates come by download, or you just buy it directly off Steam and download the whole thing. This doesn't mean you're using your internet to play the game though. His game performance will be unrelated to the speed of his internet connection. If he's got a slow one, it might take him a few days to download it in the first place though. Even just with patching, the updates can be quite sizable. If this is satellite internet, or a similarly poor substitute for a good connection, there really isn't going to be much you can do to solve the problem of a very slow initial download. Even if you find a physical boxed copy of the games, the patching will be substantial for Rome II.
I'm not sure as to the current state of various games, but CA has at times used DRM that required the game to have an internet connection at least some times. There has been the rare game where idiots actually tied performance to connecting with remote servers, but these cases have blown up in the developers faces. In general, games either do an activation check on installation, or nothing at all. Steam itself already serves as a digital rights management system, by requiring that it be running for programs using the included system.

I personally have a GTX 1070 with an intel i5 8600k and ROME II runs great.
