You can, but it is very limited. The recent Total Wars does not let you edit the map. Take Attila, for example: there is a very good LoTR mod with lots of detailed Middle-Earth armies, but since you can't edit the map it's stuck to just battles and not campaigns. I assume that it will be the same for 3K.
The last TW with moddable map was Medieval 2, that's why you can find excellent LoTR, GoT and even Warhammer mods there.
if they give you the right tools, you can mod anything you want in theory.

There are no official tools released for RTW and M2TW (except maybe file unpacker if that can be considered a tool) and modders during that time created plugins to be able to edit and create new skeletons and meshes etc.

Maps can be edited with microsoft paint at that time.
Importing new models happened that time because modders created tool call xpax. Without the tool, there wont be LOTR mods etc.
