Video Question: How Do I Fix Blur Lighting Line Effect?

Hello!
Description of issue: When I get far away from units a line appears to darken units far away and blur them.
How do I fix this problem from occurring in ALL my Total War games including Napoleon and Three Kingdoms?
I have a brand new 2070 computer best specs; I feel it's a setting issue. Any help will be greatly appreciated!!

Or the one on the top right of the graohic setting (cant remember).
