No Grombrindal after confederation

Playing as Karak Kadrin, I confederated with the main Dwarfs faction before they had recruited Grombrindal. I don't have Grombrindal now and have no way to recruit him. Can this be changed? Is this supposed to happen or is it a bug? Either way, if a faction's second legendary lord can be accessed if they haven't yet been recruited before confederation, that would be great.
