Imperial Authority after confederating all factions

I love the new Empire confederation and Imperial Authority mechanic, but I think we should gain 10 or 11 imperial authority upon installing our own elector counts in the entire Empire (either through confederation or conquest), or maybe after "Summoning the Elector Counts"!
As it is, upon confederating the last independent faction, you're basically stuck with imperial authority as it is (probably negative), and it becomes extremely rare to be able to gain more points.

It makes sense to me that the Emperor would be seen as the absolute authority after having united the entire Empire, and we shouldn't have to deal with all these debuffs anymore.
