Your video driver is not very old, but it is certainly NOT the most up to date.
Your Audio driver is quite obsolete.
Your Windows Version is not updated, and doesn't even include SP1, so it certainly can't have the .net and other optional updates for compat and stability and so forth that would be included or come subsequent to that.
Note that FotS and its update patch for Vanilla S2 definitely raise the bar for resource use and stress. That said, it is also wise to make sure you have updated what you are using and cut down on things that may be running behind your game that can cause these fluctuations of frame rate. These types of programs can range from security programs (the largest waste of time, space and resources in computing today) to add-ons to malware and viruses.
@Scope... Possible, but doubtful. I am running it with no significant trouble with; green 580, 570, 285, 260/216core, and red 5770. What I DO see is an increased use of resources (for some fairly obvious reasons to do with shaders and so on).
Is it an EFFICIENT use of increased resources- this I cannot say -however, there isn't anything unusually fishy as far as the ratio of the demand in resources as I track them - nor have I seen any odd fluctuations that don't have to do with other software or background processes impacting the CPU.
Give us a DxDiag Scope? Anyone else with this issue,it would possibly be of some use to also post a Dxdiag. While I may not think it is a program issue, patterns that evolve from significant numbers of data points can sometimes show the answer. Thanks!
