Ogre Camps Unable to Recruit Saved Heroes

I have been unable to recruit saved heroes out of Ogre camps after upgrading to the appropriate tier for the hero unlock. Havn't been able to try it out on the settlements yet but even if the settlement works you wouldn't be able to get access to saved heros from above tier 3 (firebelly's or butchers) from them. Was able to bring in a saved lord so I know that functions works. Anyone else w/ similar issue or fix?

    Was able to try it out on the settlement building and I was able to recruit the Hunter I saved. I built multiple camps and they were also unable to be used to recruit saved hero's after upgrading.
