How do you modernize a shogunate clan?

  You could probably get better answers in the forum dedicated to FOTS, but the short answer is yes, the development level is intertwined with buildings. Which of course loops back to what you have researched.
  
  If you find you are stuck, my guess is you've not built out some buildings that increase your development meter. Take note though, these typically come at the price of increased unhappiness.

  Or maybe you have built too many traditional buildings. If I remember right, they decrease the modernization level of your clan.

  I thought I was in the FOTS forum because it is under Fall of the Samurai discussion page. I have probably built to many traditional structures and I suppose the whole point of the shogunate clan is to stay traditional and not modernize. Thanks for the replies though really helped.:)
