  I think it is 12000 or 24000. You need around 4000 or 6000 to upgrade the wall system.

  Wait, isn't it 12000 for large cities? And 24000 for huge cities? Anyway, all you need to do to find it out in the game is to hover your mouse cursor over the population number in the settlement scroll.

  800 for villages-towns
  2000 for towns-large towns
  6000 for large towns-minor city
  12000 for minor city-large city
  24000 for large city-huge city
